County to Sell Highway Department Building, Grant Sought for Sports Shooting Complex
 
HUNTINGDON (February 4) – Carroll County commissioners will vote Monday, February 11 to sell the current Carroll County Highway Department shop and fenced-lined property on Owens Street, Huntingdon to the Carroll County Electrical Department.

The county is constructing a new headquarters and shop for the Highway Department on S.R. 22 South, Huntingdon at a cost of $310,000. Carroll County Electric will pay $175,000 for the current facility. The electric department utilized the facility for a pole yard and a secured area for equipment.

Carroll County Mayor Kenny McBride said the Highway Department will remain on Owens Street until the new headquarters is complete. The county owes nothing on the new facility, said McBride.

A matching state grant is being sought for a sports shooting complex on county-owned property on Industrial Drive in Huntingdon. Commissioners will vote to seek a $129,124 Local Park and Recreation Fund grant from the Tennessee Department of Environment and Conservation. If the state approves, the county will equal match the grant proceeds with monetary and in-kind contributions. McBride said shooting sports are attracting lots of sportsmen. Carroll County has one of the largest youth Scholastic Clay Target Program (SCTP) groups in the state of Tennessee. Several have advanced to the national shoot held annually in Illinois. The county will provide the land and individuals and groups have pledged to provide some of the necessary equipment as part of the local match.

Carroll County Lake Planning Commission will be designated as the Carroll County Planning Commission if a resolution is approved Monday. The area around the proposed 1000-acre Carroll County Lake in the Leach community is already in a planning region. However, to obtain flood insurance at a reasonable price for areas outside the eight municipalities, the county must designate the remainder of the county as part of the Carroll County Planning Commission. McBride said the sole intent of the resolution is to allow rural residents to purchase federal flood insurance at reasonable prices. The resolution is not to establish county-wide zoning. Members of the Lake Regional Planning Commission will also serve on the Carroll County Planning Commission. Those members are: Billy J. Smith, Tommy Surber, Betty Byars, Brad Hurley, and Billy Barksdale.

Funding for new emergency lighting and radio equipment for the nine new sheriff’s patrol cars is also on the agenda. A resolution calls for an appropriation of $18,953.30 to purchase the emergency equipment for the new cars.

Two sections of roads are proposed to be added to the county highway system. Approximately 150 feet of Roark Lane and .25-mile of Replogle Lane have been recommended by the Carroll County Highway Department and the road supervisors Ricky Scott and Nolan Robinson, respectively.

Proposed appointments include: Geneva Johnson and Natalie McCullough Porter to the Carroll County Library Board to fill the unexpired terms of Barbara Boyd and Charlene Agee, respectively. Kenny Jackson of Huntingdon is proposed to fill the unexpired term of the late A.J. Taylor as judicial commissioner.

Commissioners convene at 7:00 p.m. February 11 in the Conference Room of the Carroll County Office Complex, High Street, Huntingdon.
