Huntingdon Awards $392,967.00 CDBG Sewer Rehabilitation Bid

HUNTINGDON (July 8) By 5-0 vote, Huntingdon Town Council members awarded wastewater system improvements contract to the lowest responsible bidder by approving the $392,967 low bid of Pipeworks Plus Inc. of Tullahoma.

Approval of the awarded sewer system rehabilitation contract is conditional upon approval of the Tennessee Department of Economic Development Community Development Block Grant (CDBG).

Prior to approval of the sewer rehabilitation contract bid, Huntingdon Mayor Dale Kelley said, “Our engineers are very pleased with the sewer system rehabilitation bids we received. They stated that the bid amounts were less than what they had projected.”

In addition to PipeWorks Plus Inc., additional bids were received from Midsouth Trenchless of Dalton, Georgia ($428,129.00); LTS Construction of Winchester ($469,120.00); Portland Utilities ($496,989.16) and A&M Contractors of Tullahoma ($497,867.00).

The Town Council unanimously adopted on second and final reading Ordinance No. 510, approving the General Fund, Drug Fund, Solid Waste Collection Fund, Utility Fund, Dixie Carter Performing Arts (DPAC) Special Project Fund and Public Improvement Fund budgets of the town of Huntingdon for fiscal year 2009 (July 1, 2008-June 30, 2009) and adopted a property rate of $1.29 per one hundred dollars of assessed valuation for all real and personal property located within the municipal limits of the town.

Prior to passage of Ordinance No. 510, Kelley, commenting on the 2009 budget, said, “The Town of Huntingdon continues in the fiscal year 2009 budget to maintain our goal of providing quality services and improvements that makes our community a better place to live and work. The upcoming year has four major grant projects: the on-going Local Parks and Recreation Fund grant for the renovation of Edwards Park; the Safe Route to Schools grant for construction of sidewalks in the primary and middle school areas; the state’s PILOT Fasttrack Infrastructure grant for water and sewer to Industrial Park South; and the Community Developmental Block Grant for continued rehab of sewer lines through the slip-lining process.”

He said, “The Dixie staff is actively involved and will continue to assist the Huntingdon School Systems as it relates the arts and the Value Plus Schools grant program. Another large project in the 2009 budget is the painting of water tanks located on Cedar Tree Lane and Norandal Drive. Including the four major grant projects and the capital improvement project for painting the tanks, the combined budgets for all funds is $7.2 million.”

He continued, “Like many local, state and federal governments, Huntingdon is dealing with balancing a budget in a slow economy while facing increased cost of fuel such as gasoline, electricity and natural gas and many day-to-day items. Major expenditure requests are minimum in the 2009 budget. However, town employees will receive raises as they have in the past of $.15 per hour across the board effective July 1 and an additional $.15 per hour for each employee on their anniversary date of hire.”

He concluded, “The 2009 budget maintains the prior year property tax rate of $1.29 while continuing efforts for economic growth and development by support of the Huntingdon Industrial Development Board and the Carroll County Chamber of Commerce. As mayor and town council it is our goal through fiscal year 2009 to continue building infrastructure and laying the groundwork to secure the needs of future generations.”

In other business, Kelley informed that a grant program was being established by AT&T for schools and that Huntingdon High School was top on the list to receive the grant.

He further stated, “It is my hope that Carroll Academy can also benefit from AT&T funding as well.”

At the request of the mayor, town council members voted 5-0 to reject two unspecified bids for sale of surplus (museum) property due to the bidder’s failure to meet bid specifications.

Prior to recognizing the 2008 Huntingdon Girls Softball League 8U and 10U Teams and players for the Mustang and Fillies 2008 baseball and softball squads, Mayor Kelley said, “The Town of Huntingdon is always proud to recognize teams and individuals who have excelled athletically and placed a positive light on our town. We are proud of the players and parents who support sports in our town. We are also proud of the coaches who work hard to old their teams to be successful.”

He continued, “The 8U Girls Softball League Team placed second in the region and fourth in the state. The 10U Girls Softball Team placed third in the region and second in the state. Our Fillies Softball Team performed well in state tournament action and our Mustang Baseball Team capped a tremendous season by placing runner-up in the state.”

He concluded, “Huntingdon is known throughout the state for its excellence in sports. I thank everyone involved in sports at all levels for helping our town excel athletically.”

Receiving recognition and certificates of appreciation from the mayor and town council were: 2008 Huntingdon Girls Softball League 8U and 10U Teams; HHS Softball players Brooke Thomas (Class A TSWA All-State Team, All-West Tennessee Softball Team-First Team, Pitcher of the Year; Deidra Jordan and Keliea Sullivan (All-West Tennessee Softball Team-Honorable Mention); Fillies Softball Coach Jason Wambles (All-West Tennessee Softball Coach of the Year); HHS baseball’s Cole McAdams (Class A TSWA All-State Team, All-West Tennessee Baseball Team-First Team, Position Player of the Year); Brayden Baxter and Blake Burke (All-West Tennessee Baseball Team-First Team); and Collin Hatch (All-West Tennessee Baseball Team-Second Team).
