Watershed Authority Accepts $150,000 Grant

Within Weeks of Seeking Construction Bids

HUNTINGDON – Carroll County Watershed Authority applied for a $150,000 grant from the U.S. Department of Housing and Urban Development during a special meeting Tuesday morning. The application is a formality in order to accept the grant.

The funds are appropriated for the Watershed Authority, said Dale Kelley, secretary/treasurer for the Authority.

Kelley said the 1,000-acre recreational lake project in the Leach Community is within weeks of seeking construction bids for the dam and lake. Once the bids are let, contractors will have 30 days to return them.

Kelley said a legislative bill is making its way through the Tennessee General Assembly to increase the CCWA’s bonding limit. The Senate has approved the measure. It’s now awaiting House approval.

Kelley said the original legislation only allowed up to $1 million in bonding authority. Kelley was a state representative and introduced the legislation in 1984. He said that no one knew how much the lake would cost to develop in 1984.

All the necessary real estate has been purchased for the development of the lake. The Authority is awaiting final approval and construction bids before construction begins.

Residents of Carroll County approved a $10 annual wheel tax to pay approximately $3 million of the $10 million lake project.

The lake is expected to spur tourism in the county.
