Construction on Recreational Lake Approved |

Dam Construction Begins Mid-September,
Completion Slated for 2011
HUNTINGDON (September 2) Carroll County
Watershed Authority approved three
construction contracts Tuesday that clears
the way for construction to begin later this
month on the 1,000-acre recreation lake in
mid-county.
Ronald Franks Construction of Savannah,
Tennessee was awarded a $7.8 million
contract to build the dam to impound Reedy
Creek; Geo Services, LLC of Seymour,
Tennessee was awarded a $77,100 contract to
perform quality control; and Professional
Service Industrials of Memphis was awarded
the $54,150 contract for settlement plate
evaluation, pore pressure transducer
installation and evaluation and analysis of
slope stability. In total, the three
contracts were $7,939,217.
Contractors will meet September 13 for a
pre-construction meeting, said Dale Kelley,
secretary for the CCWA. Following the
meeting, the 455-day construction contract
commences to build the 225-foot long,
59-foot tall dam. The majority of the lake
will be dug out during construction of the
dam to gather the necessary 600,000 square
feet of dirt to build the levee. Once the
dam is complete, five deep-water wells will
fill the lake over the next year. One well
will remain operable to fill the lake in
case rainwater and Reedy Creek inflow is
inadequate to maintain the proper water
levels.
Kelley said a ceremonial groundbreaking is
scheduled for mid-October after contractors
have adequately cleared the land.
The lake will open to the public in 2011 for
public recreation. Allowed are fishing,
boating, swimming and water skiing. A public
beach will be available for swimming and
picnicking and an office/headquarters will
be housed in a renovated, century-old home
place of the Boyd family.
Legislation to build a recreational lake in
Carroll County was first introduced by State
Representative Dale Kelley in 1984 along
Beaver Creek. The legislation was amended in
1998 to include any stream in Carroll
County. In the year 2000, the voters in
Carroll County approved a $10 annual wheel
tax to pay one-third of the cost of
construction of the lake. That wheel tax
commenced in December 2002 after the U.S.
Corps of Engineers issued a 404 permit to
construct the lake.
The lake is expected to be an economic boon
for the county, just as the smaller Beech
Lake has in Lexington. |
