Clarksburg Adopts 2019-2020 City Budget

CLARKSBURG (June 24) — Clarksburg’s operating budget for the 2019-20 year beginning July 1 was adopted by the Mayor and Board of Aldermen at their regular meeting on Monday night. The $346,750 budget reflects only minor changes from the current year’s budget. The monthly financial report for May was also approved. Mayor Howell Todd commented on a few positive signs with the wastewater account and his hope that the account will reflect a positive balance at year-end. The City’s wastewater operation is under review by the State Water and Wastewater Financing Board because of two consecutive years of deficits.
In other action, construction of a sidewalk between City Hall and Clarksburg School was approved and awarded to Insite, Inc. from Milan. The $14,950 project is a joint venture between the City and the School to improve the safety of students walking to and from the City Park which is used by student-athletes. Insite, Inc. was recently awarded the contract for the City’s Safe Route to Schools project which calls for the installation of two solar-powered school zone caution lights. Both projects will be underway in early July.

Mayor Todd updated the aldermen on several issues including a wastewater leak at a residence of Highway 22; removal of a wrecked vehicle on the roadside at a residence next to the Cowboy Store; and yard maintenance at a residence on Highway 22 South. He expressed appreciation for Road Supervisor Rickey Scott’s work with mowers and culvert erosion caused by recent rains. The Mayor and Aldermen discussed the possibility of some type of fall event/festival at City Hall and the City Park which could be a fundraiser for maintenance at the City Park.
Finally, there was a discussion about how to resolve office space issues for the City Recorder. Mayor Todd commented “We have to do something about Leigh’s [City Recorder] office. With all the records we are required to keep by the State, we have simply run out of space. There is also an issue of handicapped accessibility to City Hall.” The discussion centered on the most economical way to construct additional space in front of City Hall. “In whatever we decide to do, I really want us to construct a covered drive-through so that people can get from their vehicles to City Hall during inclement weather,” Todd said. “City Hall is used extensively by the community, and our senior citizens especially need to be able to get in and get out with ease during bad weather.”
The next regular meeting of the Mayor and Aldermen is July 22.
