General Fund Budget During Pandemic Questioned

CARROLL COUNTY (May 11) — The Carroll County Commission met via Zoom internet app on Monday, May 11. Most of the commissioners were home and logged in to participate in the 7 p.m. meeting.
The following resolutions were approved without dissent.
Resolution 05-01-2020 – Resolution to Appoint John Austin to the Carroll County Board of Zoning Appeals and Carroll County Regional Planning Commission with Term Ending May 2024
10. Resolution 05-02-2020 – Resolution to Reappoint John Wright to the Carroll County Audit Committee with Term Ending May 2024
11. Resolution 05-03-2020 – Resolution to Appoint Barry Mac Murphy to the Carroll County Audit Committee with Term Ending May 2022

12. Resolution 05-04-2020 – Resolution to Reappoint Ronnie Murphy to the Carroll County Audit Committee with Term Ending May 2022
13. Resolution 05-05-2020 – Resolution to Reappoint Steve Parker to the Carroll County Audit Committee with Term Ending May 2022.
At the end of the meeting, Mayor Joseph Butler was questioned about the 2010-20 fiscal year budget ending June 30. The worldwide pandemic and the resultant closing of area businesses adversely affected revenues of governmental agencies.
Of the General Fund, the majority of the county’s annual budget, Butler said the county has received about $9.5 million and spent about $8.8 million this fiscal year with a few months remaining in the fiscal year. No one is certain how the pandemic freeze in March and April will affect the budget. Butler said the county has a “good opportunity” to balance during the 2019-20 fiscal year.
On a question by Commissioner John Austin concerning the reserve fund (savings), Butler said the county has over $3 million in reserves.
Commissioner Steve Parker asked if the commission can meet in person in June. Butler said the county can possibly meet at the Civic Center or Courthouse in a room with adequate social distancing.
