Hermitage Company Wins City Demolition Bid

McKENZIE (January 27) — A special bid committee accepted a sealed bid from DR&M of Hermitage, Tennessee for the demolition of two condemned properties in the City of McKenzie. The committee was comprised of Codes Enforcement Officer Phillip Morrissett, Public Works Supervisor Johnny Mercer and City Councilman Jason Martin.
DR&M’s all inclusive bid of $18,450 is for the demolition and clearance activities required for the properties located of Elm Street and Linden Street. The DR&M added a $200 per week penalty to the bid if the “demolition work is not satisfactory completed on time as specified.” The fine is listed as payable to the City of McKenzie. The demolition will commence within five calendar days from the date of the Note to Proceed and will be completed within a 30 calendar day period, weather permitting.
Other bids opened were from Anderson Construction $31,250, Joseph N. Foster Excavating $32,000, and Peed Family Associates, LLC $47,740. A fifth bid from Bosco Contractor Services of Jackson, Tennessee was made available but ruled unacceptable by Councilman Martin due to the fact the initial bid was not received before the original bid opening on January 9.

The initial bids were to include 276 Elm Street, 44 Linden Street, 80 Paris Street, and Hays Trailer Park, 924 Magnolia Avenue. The properties located on Paris Street and Magnolia agreed to remove the structures without the city’s involvement. Following the opening of bids on the January 9 city council meeting, City Attorney Laura Keeton advised the council to allow two of the bidding parties a chance to amend their bids due to change the quantity of properties. Joseph Foster and Anderson Construction bid on the Linden and Elm properties while Peed Family Associates (Clarksville) and DR&M Demolition (Hermitage) on all four.
The four parcels of real estate with houses were in disrepair and approved for condemnation during the November 14 meeting of the McKenzie Mayor and Council. The properties were identified for condemnation by the building inspector and Codes Enforcement Officer Morrissett said the city had worked with property owners for years for needed improvements to the property. In the final city action, the Council voted unanimously to authorize condemnation.
Once the properties are razed the city will assess a lien against the property.
