HUNTINGDON (January 11) — Jay Phipps of McKenzie is the newest commissioner of Carroll County. He was appointed Monday to fill the vacant seat of former Commissioner Brian Winston, who last month resigned after he moved from District 8 to District 9, still in McKenzie.
Phipps was nominated by Commissioner John Austin. The pharmacist was the lone candidate for the vacancy and was approved by acclamation.
Dr. Jerry “Jay” Phipps owns Phipps Pharmacy in McKenzie, Huntingdon and Jackson.
In other business, the commission:
Approved a resolution applying for a Tennessee Department of Economic and Community Development grant for Small Cities Block Grant to purchase turnout gear for the rural fire departments. The application is an arduous process and involves door-to-door surveys of rural residents to determine actual need;
Approved a resolution accepting $420,300 for the reimbursement of payroll expenses during the pandemic. The state grant also provides funding for the erection of an emergency communications tower in the Westport community. The antenna helps provide much-needed radio communication to the southern portion of Carroll County. First responders had little to no radio communication with the dispatch office. Mayor Joseph Butler said the antenna is now erected and operational;
Approved reappointments to the Carroll County E911 Board include Willie Huffman, Sheriff Andy Dickson, Roger Christian and Steve Price, all with terms ending January 2025;
Approved a resolution is on the agenda to reappoint John Austin and to newly appoint Luis Salazer and Steve Russell to the Airport Board. Russell is a seasoned aviator in small aircraft and Salazer flew international flights for United Airlines. Both are recently retired;
Approved a resolution to reappoint Mike Cary, Jeruna Cozart, Anna Todd and Susan Sloan to the Carroll County Health and Education Facilities Board.
Citizen Janis Ostiguy addressed the Commission concerning the wheel tax for the 1000-Acre Recreation Lake. She said it's time for the Commission to address the wheel tax along with the Carroll County Watershed Authority, which owns the lake.
Commissioners met at the Carroll County Civic Center to provide adequate social distancing.
