Redistribution of Wealth…

Does Article I Section 8 of the US Constitution state that Congress has the power to declare war? Further, does it state that the Congress has the power to raise and support armies, but no appropriation of money to that use shall be for a term longer than two years?

Have U.S. presidents of both major political parties told the American people that we should be at war against some enemy but their statements were untrue? (For example: Gulf of Tonkin or Weapons of Mass Destruction.) Have these wars exceeded two years? Is it possible that a U.S. president could cause us to be involved in another war? Could the Congress refuse to appropriate money for war and thus stop the war? Is the result of war the following: pain, suffering, death, hatred, destruction, and redistribution of wealth from the poor to the rich?
