Carroll County Electric Board Advances Leach Substation Project

HUNTINGDON (October 30) — The Carroll County Electric Department board met Thursday with a light agenda centered on a bid approval and other discussions to advance the Leach substation project.

The board unanimously approved a bid by ABB, Inc. for three circuit breakers totalling $95,527.68. The breakers should be received by the department within 27 weeks.

CCED General Manager Ryan Drewry informed the board that some final studies and approvals, including environmental, were nearly complete and dirt work on the Leach site could begin after that.

Municipal Advisor Scott Gibson joined the meeting via video to discuss the bond associated with the Leach project.

Out of seven bidders, the bond will go through Raymond James at an interest rate of 3.77 percent over 20 years. The majority of the $9,650,000 bond funds (approximately $7,000,000) will be used for the Leach substation, while the rest will be available for other needs that arise.

Drewry told The Banner the project was still on pace for a late 2026 completion.

Drewry reported to the board the sale of a truck at auction for $20,000.

The meeting adjourned in 16 minutes.

Board member Vicky Williams was absent.

The next meeting of the CCED board is Thursday, November 20 at 2 p.m., a week earlier than usual due to the Thanksgiving holiday. The December meeting will also be moved up one week.
