Commission Declares Seat Vacancy for District 3

HUNTINGDON (November 10) — The Carroll County Commission met on Monday, November 10. During the meeting, Mayor Joseph Butler noted the death of Commissioner Larry Spencer of District 3. With the death, Spencer’s seat was declared open and would be filled during the January 13 meeting.

The following resolutions were approved:

Resolution 11-01-2025 allows for the submission of an application and to commit matching funds for the Historic Development Grant Program. If the grant is approved, the funds would be used towards ADA compliance on the court. The total cost of the project is estimated at $525,000 with a required local contribution of $25,000.

Resolution 11-02-2025 authorizes the clerk of every court in Carroll County having jurisdiction of state misdemeanors and felonies shall include in every misdemeanor and felony cost bill, a charge of $12.50 that must be remitted to the county government set out in T.C.A. § 16-2-506 for District Attorneys General.

Resolution 11-03-2025 authorizes the clerk of every court in Carroll County having jurisdiction of state misdemeanors and felonies shall include in every misdemeanor and felony cost bill, a charge of $12.50 that must be remitted to the county government set out in T.C.A. § 40-3-106 for Public Defender.

Resolution 11-04-2025 amended the Grant Fund Budget $4,752.54 for Prior Sheriff’s Office Highway Safety Grant.

Resolution 11-05-2025 amended the Grant Fund Budget $22,000 for the Office on Aging Senior Center.

Resolution 11-06-2025 amended the Grant Fund Budget $500,000 through the ThreeStar Grant. The grant funds would be used to purchase and deploy Tennessee Advanced Communications Network (TACN)-compatible communication equipment.

Resolution 11-07-2025 amended the Grant Fund Budget $150,000 for the Sheriff’s Office. The grant provides a school resource officer for Carroll Academy.

Resolution 11-08-2025 amended the Grant Fund Budget $28,628 for the Sheriff’s Office. The funds are part of the Tennessee Highway Safety program.

Resolution 11-09-2025 amended the Grant Fund Budget $495,106 for the Carroll County Airport. The funds are from three grants for the purchase and installation of a backup generator, for design services to construct a corporate hangar expansion, and for design services to construct an agriculture apron expansion.

Resolution 11-10-2025 amended the Grant Fund Budget $303,334 for the Prevention Coalition Grants. There are two grant funds, the State Opioid Response grant and the Strategic Prevention Framework grant.

There was a debt report for the Carroll County Electric System dealing with revenue and tax bonds for Series 2025. In the report, a debt issuance of $9,650,000 was listed with a “True Interest Cost” rate of 3.77372%.

Notaries elected were: Brooke E. Cary, Brett D. Huss, Laverne Jackson, Fred Morris, Raven Trevathan, and Deborah A. Welbon.

The Carroll County Commission meets in the conference room at the Carroll County Government Complex on High Street in Huntingdon.

The Carroll County Commission will not meet during December unless there is a need for a special-called meeting. The next regular meeting is January 13 at 7 p.m. in the conference room of the Carroll County Government Complex in Huntingdon.
