From the Mar 25, 2025 e-EditionIn the March 11, 2025 edition, the County Agrees to $10 Million Reimbursement For Electric Department mistakenly stated the $10 million bond was for the construction of a new Carroll County Electric Department (CCED) headquarters. The bond issuance is primarily directed to build a new substation in Leach, TN. According to Ryan Drewry, CCED General Manager, “the reimbursement resolution will allow CCED to recoup hard costs, for capital improvements to the electric distribution system, looking back 60 days from the March 10, 2025 approval by the County Commission. Soft costs, such as Engineering fees, CCED has paid towards the Leach Substation project, are also eligible for reimbursement from a bond issuance. It may be several months before the bonds are actually issued to align with project timing. So in between, CCED can track costs and seek reimbursement with the Bond funds for the capital improvements to the electric distribution system... The bond issuance will be timed to appropriately meet spend down requirements based upon the anticipated outlay/timeline of significant capital costs of the Leach Substation project and other capital improvement projects that all strengthen the electric system in providing safe, reliable power.”
Load growth in the Leach area, primarily from development around Lake Halford has necessitated the need to build a substation to serve the growing load. Other system improvements for reliability and redundancy will also be completed.”
Drewry added, “As mentioned in the article concerning building a new facility, this will come with time. Land has been procured to build a new facility to replace the existing facility. It is notable to mention, the current facility was state of the art when built in 1949.
