Carroll County Grand Jury Indictments
Rachel Sawyers Indicted for Theft, Fraud Involving Clarksburg PTO Funds A Carroll County grand jury indicted Rachel Sawyers on two charges, theft of property and fraudulent use of a debit card, involving funds belonging to the Clarksburg School Parent Teacher Organization. The indictment alleges that between October 1, 2024, and September 30, 2025, Sawyers took more than $1,000 but less than $2,500 in PTO cash. A second count alleges she made unauthorized use of a PTO debit card in the same dollar range. Both charges are listed as Class E felonies.
