Carroll County Hires New EMA Director

HUNTINGDON (November 12, 2024) — With the announcement of the retirement of Janice Newman as EMA Director for Carroll County in September, County Mayor Joseph Butler has named her replacement. Mayor Butler said, “After a thorough search and vetting of a number of very qualified candidates, I am excited to inform you that I have offered the EMA Director position to Steven ‘Trevor’ Foster, and that he has accepted the position.”
Foster is a Carroll County resident who comes to the position with a background as a paramedic with the ambulance service, as the Captain of the Emergency Medical Responder program, and as a volunteer member of both the Carroll County Fire Department and the Carroll County Rescue Squad.
He holds several certifications through Jackson State Community College, and a number of other certifications and licenses. He has passed a number of TEMA and FEMA courses that are required for the position.
