Toombs, Smith Retiring from Carroll County Electric

HUNTINGDON (February 26) — Cary Don Smith and Danny Toombs are both retiring from Carroll County Electric on March 15 after 51.5 years and 44.5 years, respectively. The Carroll County Electric Department’s Board of Directors was notified of the impending retirements during the February 26 meeting. A retirement celebration is Friday, March 6, 11 a.m. at the Colonial Room in Huntingdon.

General Manager Ryan Drewry said Mark Simpson will replace Toombs as the operations manager.

Toombs was present at the meeting and was thanked for his long service and contributions. He expressed his gratitude to the board and management and praised General Manager Drewry.

In other business, the board approved an increase of $38,579.80 for components of the soon-to-be-built substation in the Leach Community. The total increase is $38,579.80, including site work, which increased by approximately $23,571, and gravel by $13,684.

The $7 million project is set to begin construction in March following the recent environmental site approval by the Tennessee Department of Conservation and Environment.

DC Construction will mobilize as soon as conditions are dry, anticipated for the end of March.

Drewry said the bid packages for improvements at the Huntingdon primary substation near Carroll County will be ready for approval soon. That includes two 69kV breakers and 161kV relay control panels involves more engineering and is expected to go out and be returned later.

Tennessee Valley Authority has initiated the Rate Change Process

On February 18, TVA communicated a rate change letter, initiating a 180-day collaboration period.

This is the first such letter issued since 2018.

CCED is working with a rate consultant to develop a formal position on seven key items.

The items include: contract demand alignment, rate structure stabilization, marginal pricing options, enabling large loads, redefining the applicability of manufacturing services, off-peak energy charges, and on-peak hour shift.

The earliest the TVA board could approve changes is August, for a potential October 1 implementation.
