County Agrees to $10 Million Reimbursement For Electric Department

HUNTINGDON (March 3) — The Carroll County Commission approved Resolution 3-01-2025 — Declaring the intent to reimburse itself or the Carroll County Board of Public Utilities for the principal amounts of bonds or other debt obligations expected to be issued to finance the new headquarters construction project for the Carroll County Electric Department. The expected cost is to be approximately $10,000,000. Any issuance of bonds required approval by the Carroll County Commission.

In May 2024, Carroll County Electric General Manager Ryan Drewry told the Board of Directors that the current 5-plus acres in downtown Huntingdon at 103 W. Paris Street would be inadequate in future years. Drewry recommended property on the south side of Veterans Drive at the intersection of Paris Ave. for $275,000. The proposed headquarters site has a 40-foot by 60-foot shop, which can be used for storage or rent.

The property is near one of its electrical substations, has good egress and ingress for its heavy trucks and customers, and is large enough for offices, garages, and the pole yard. The downtown location is often dangerous for the company’s large trucks with long, replacement poles hanging from the rear. Drewry said financing bonds would be issued for the project. Currently, CCED has retired all outstanding bonded indebtedness. 

Resolution 1-05-2025 authorizing a continuous five-year reappraisal cycle was approved. The resolution was previously tabled in January as Commission Barry Murphy requested the county look into a four- or three-year reappraisal cycle. Upon decision, Commission Darrel Ridgely stated the state recommended Carroll County to go with the five-year plan since Assessor Rita Jones was not seeking re-election in 2026. The new assessor would then bear the burden of a more rapid appraisal cycle without the possible needed resources. The cycle could be revisited after the election. The motion was approved 14-2. Voting against the five-year cycle were Commissioners Murphy and Jason R. Martin.

Resolution 3-02-2025 was approved allowing county employees to purchase lost time in the Tennessee Consolidated Retirement System. Resolution 3-03-2025 was approved to reappoint Mike Cary, Jeruna Cozart, and Anna Todd to the Carroll County Health and Education Facilities Board.

Resolutions 3-03-2025 through 3-11-2025 were approved. These resolutions were adjustments and realignments to the budget. Election Commission ($3,804); Register of Deeds ($11,839.26 for server); Carroll Academy Grant ($1,1209.10); Circuit Court Grant ($25,631.12); Health Department Grant ($100,000); Carroll County Sheriff Grant ($6,400 for SROs); Prevention Coalition Grant; and Solid Waste ($25,000). 

The following were elected notaries: Jeannie Bostick, Alan Blake Cossey, Tim W. Culpepper, Ashley Edwards, Christa Lynn Marie Hale, Ashley Hammitt, Mary Beth Howington, Michelle Huff, Linda B. Martin, Krystle Moore, Steven Morton, Donna M. Pinkley, Elisha Dawn Reeves, Lauren Elizabeth Sublett, J. Sheryl Todd, Anthony Welti, Vicky R. Williams, and Tasha Wolfer.

The next scheduled meeting of the Carroll County Commission is April 14.
