Carroll County Electric Board Approves Bid on Substation Breakers
From the Mar 31, 2026 e-EditionHUNTINGDON (March 26) — The Carroll County Electric Department Board met in regular session Thursday afternoon and took action on several items, most notably on bids for substation circuit breakers.
The low bid of $200,474, submitted by Siemens Energy, Inc., was approved for two 69kV circuit breakers at the Huntingdon Primary Substation. The new breakers are the modern vacuum design, replacing the old oil bath design. One of the three old 69kV breakers has already been upgraded. Delivery of the new breakers is estimated at 65-75 weeks.
CCED General Manager Ryan Drewry announced that the bid request for 161kV relay panels, also for the Huntingdon Primary rehab project, would likely go out in May and not April as previously expected.
The board approved the audit contract for Fiscal Year 2026 with Alexander Thompson Arnold for $21,650, an increase of $1,280 or just over six percent from the previous year.
A pair of resolutions were approved removing recently-retired Operations Manager Danny Toombs from the list of authorized signatories at Carroll Bank & Trust and First Bank and adding Mark Simpson, who now holds that position.
Drewry announced that the department has been provided a construction schedule for the Leach Substation project indicating expected completion in early June.
All votes at Thursday's meeting were unanimous. Board member Paul Moore was absent.
The meeting adjourned after ten minutes.
The board meets next on Thursday, April 30 at 2:30 p.m.
