HUNTINGDON (April 8) — On Monday, the Carroll County Commission met approving a significant paving project to be undertaken by the Carroll County Highway Department. Carroll County received a $3 million portion of the grant, $2,961,173 from the state with the county spending roughly $68,000. The Highway Department’s match was factored into the FY Budget 2023-2024.

To qualify for the proposed paving, the county road has to be classified as a state-aided roadway meaning that it must connect to a state highway. Delta Contracting of Jackson, Tennessee has been selected to lead the resurfacing project on behalf of the Highway Department. They have until June 30, 2024, to complete the proposed project. The country roads selected are Buena Vista (1.2 miles), Carroll Lake (1 mile), Davis Chapel (1.2 miles), Hinkledale Road (1.3 miles), Preacher Brown (2.06 miles), Macedonia (1.94 miles), Griggs Chapel (3.56 miles), Old Pisgah (1.72 miles), Rosser Circle (1.23 miles), Enoch Cemetery (4.11 miles), Dees (1.79 miles), Marlboro (2.6 miles), and Maytown (1.5 miles).

Recently, Governor Bill Lee proposed and the General Assembly passed the Transportation Modernization Act, which provided an additional $300 million to be dispersed to counties.

In other business, the Commission approved Resolution 4-01-2024 amending the zoning to establish the requirement of site plan approval for structures proposed on properties that front the Lake Halford. The amendment would be in creating Section 7.5 as follows:

Before the issuance of preliminary approval of the zoning compliance permit for all properties that front the Lake, a site plan must be submitted to and approved by the Planning Commission. The site plan shall show: 1) relevant property information, such as property owner, property address, and zoning designation, 2) the boundaries of the subject property, 3) the north point and vicinity map, 4) the lake setback line, and 5) the location of all existing and proposed structures. The site plan shall be drawn by a licensed surveyor, whose stamp and signature are placed on the document.

Upon completion of construction and before the issuance of final approval of the zoning compliance permit for the proposed structure(s), a second site plan must be submitted to and approved by the Planning Commission. This site plan shall show: 1) relevant property information, such as property owner, property address, and zoning designation, 2) the boundaries of the subject property, 3) the north point and vicinity map, 4) the lake setback line, and 5) the as-built locations of all structures on the subject property. This site plan will serve to assure compliance with the Lake Setback requirement.

Community Planner Donny Bunton stated the site plan through a survey would help provide the 100-foot buffer required in the lake zoning. Bunton along with Mayor Joseph Butler and Commissioner John Austin could not provide a strong path of recourse if the zone ordinance was violated other than the perpetrator could be taken to court.

Also approved was Resolution 4-03-2024 to increase the threshold from $10,000 to $25,000 on public advertisement and sealed competitive bids or proposals are required. This change comes at the recommendation of County Technical Assistance Service (CTAS). Resolution 4-02-2024 was approved reappointing Cayce Maddox to the Carroll County Board of Zoning Appeals and Carroll County Regional Planning Commission.

Mayor Butler presented a proclamation in memory of Mr. Robert T. Keeton, Jr. and announced the resignation of Commissioner Lin Smith. Smith resigned two hours prior to April meeting after pleading guilty to felony theft.

The following notaries were elected Christy L. Williams and Elizabeth Yohman.

The next meeting is at May 13 at 7 p.m. at the Carroll County Government Complex in Huntingdon.
