Carroll County Moves to Centralized Financing, Cuts Highway Supervisors to One
From the May 21, 2024 e-EditionHUNTINGDON (May 13) — Come July 1, Carroll County will have a central financial management system. During Monday night’s meeting of the Carroll County Commission, the legislative body voted unanimously to approve Resolution 5-01-2024 ratifying Private Chapter No. 57 pertaining to a centralized finance department. This change comes at the recommendation of the Tennessee Comptroller.
Also approved was Resolution 5-02-2024 ratifying Private Chapter No. 58 to reduce the number of Highway Supervisors from two to one. While the resolution was ratified by a vote of 15-2, the two votes against were from Commissioners Randy Long and Philip Moore, the reduction will not go into effect until the 2026 election cycle.
Resolution 5-05-2024 was approved amending the General Fund Budget for FY 2023-24. The following are the seven amended items:
*Election Commission - $2,000.00 – Additional offices supplies and election worker compensation due to Presidential Primary for 2024.
*Carroll Academy - $320.00 – Grant received from the State of Tennessee Student Ticket Subsidy (STS Grant).
*Sheriff/Jail - $7,745.00 – Cover salaries for two cafeteria employees.
* Sheriff/Jail - $59,373.00 – Cover shortage in Overtime.
*Sheriff/Jail - $2,577.00 – Cover Driving School salary for two employees.
*Prevention Coalition (Marijuana Grant) - $2,034.00 – Balancing end of year line items through grant.
*Library - $1,221.00 – Balancing end of year line items that are over spent.
In other business, Commissioner John Austin was reappointed to the Carroll County Board of Zoning Appeals and Carroll County Regional Planning Commission and David Huss was appointed to the Carroll County Audit Committee.
The following individuals were elected notaries: Jennifer Carroll, Don L. Cook, Gina D. King, Tanya O’Bryant, Sandra Reynolds, Tammy Marie Stegall and John D. Stevens.
The Commission was presented the Audit Committee’s Report. Auditors advised the County of the necessity to move towards a centralized accounting system which has been address and being put into place July 1. The Committee noted their desire to include the County Schools and Transportation into the centralized finance system as well.
The next regular meeting of the Commission June 10 at 7 p.m. in the conference room of the Carroll County Government Complex in Huntingdon.
