Electric Board Approves $10M Bond, Substation Build Advances
From the Apr 1, 2025 e-EditionHUNTINGDON (March 27) – The Carroll County Electric Department Board approved a $10 million bond resolution, a $4,495 audit contract, and construction updates tied to the Leach 161:13kV substation during its regular meeting Thursday.
The bond resolution authorizes the Carroll County Commission to issue up to $10 million in general obligation bonds for capital improvements. Funding will support the Leach substation and other infrastructure projects across the utility system.
Substation construction is progressing. The 53,000-pound control house was delivered March 13 and set in place by crane. Crews are preparing the foundation for two 138kV breakers, installing conduit, and routing control cables. An existing control house will be reused as a junction box for cable connections.
The board approved its annual audit contract with ATA, PC for $4,495, covering Fiscal Year 2025.
Solar infrastructure work through Silicon Ranch continues. Civil work is 60% complete, with 95% of painting finished. Racking is fully installed, and four transformers are in place and undergoing testing. Project completion remains on track for the end of April. Delayed breaker and switch components may be temporarily substituted to maintain the energization schedule.
Vouchers for February 2025 were approved. No new business was introduced.
The board will meet next on April 24, 2025, at 2:30 p.m.
