Carroll County Electric Board Approves Policy Updates, Infrastructure Projects

The board approved revisions to the employee handbook, its first major update since 2016. The changes included clarifications on reporting procedures, legal compliance updates, and adjustments to radio use policies to ensure alignment with hands-free communication laws.
The board also renewed its $5,000 annual membership with the Carroll County Chamber of Commerce, a routine expense requiring board approval. No discussion was held on the membership’s return on investment.
A new 2025 Ford F-150 (Truck #405) was placed into service, replacing a 2014 model (Truck #382), which will be listed for sale on GovDeals starting March 7, 2025.
The Tennessee Advanced Communication Network radio system has been installed in field trucks, significantly improving clarity. Office unit installations are expected to be completed by February 28, though some technical issues remain with office traffic communication. The board discussed troubleshooting efforts to resolve this problem.
Bid invitations for site preparation—including earthwork, drainage, and paving—were released on February 25, 2025. The 244-page bid package outlines strict technical specifications for compliance, ensuring infrastructure meets required standards. Sealed bids are due by March 19, 2025, with board approval expected at the March meeting.
The board approved vouchers for January 2025 without objection.
The next meeting is scheduled for March 27, 2025, at 2:30 p.m., where the board will review the bids for the substation project and finalize additional business matters.
