Carroll County Electric Board Approves Bids for Leach Substation, Digger Truck

New Solar Array at Trezevant Goes Live on July 1.

HUNTINGDON (June 26) — The Carroll County Electric Department Board approved bids for the Leach Substation build and a new digger truck during Thursday's regular meeting.

Power Grid had the low bid of $2,503,000 for labor and materials on the Leach Substation project, approved unanimously by present board members. The second lowest bid was approximately $400,000 higher.

Members selected the bid by Terex for the new digger truck. The stock truck is a 2026 International at $340,725. Upfits to be installed, such as the bucket and winch, come to $77,525.83 for a bid totaling $418,250.83. Delivery of the truck is expected in October.

The primary alternative to Terex was at a higher cost with expected delivery in early 2027.

The new truck will replace a 12-year-old truck. General Manager Ryan Drewry reminded the board that the department generally tries to replace trucks after eleven years.

Bad debt for Fiscal Year 2025 was written off with board approval. The dollar amount of the unpaid accounts was $65,916.90, up from $61,279.72 the previous fiscal year, but the percentage of revenue was lower at .14 percent compared to .15 percent. Drewry noted the department's goal of keeping the figure under .2 percent.

A correction was made to the rate adjustment approved last month. SRS Class customers were inadvertently paired with residential customers as opposed to GSA 1 customers in the rate schedule.

Drewry announced that the Trezevant solar farm is scheduled to become operational on July 1.

He also reported that Carroll County was included in a FEMA disaster declaration from the severe weather in April and that the department would seek reimbursement through TEMA.

The meeting adjourned in 13 minutes.

Board member John Autsin was absent.
